Complete confusion prevailed on Thursday over inclusion of minority quota in the new Lokpal Bill that tabled in the Lok Sabha. Even before the Bill was introduced, ‘social justice’ parties, including the SP and the RJD, made an issue over the reservation for minorities in the Lokpal committee, demanding reservation for minorities.

In reply to this, the Government first went back on the original decision of the Cabinet to include the minority quota and later chose to provide reservation on religious lines.

The Lokpal and Lokayuktas Bill, 2011, visualizes creating anti-graft institutions at the Central as well as State levels with a provision for including marginalised minorities and other sections as members. Hence, Both Houses will meet again on December 27-29 to discuss the legislation.

Moreover, the House was followed by a series of discussions on reservation for minorities and constitutional provisions. The session was adjourned twice before the Bill was introduced late in the evening by Minister of State Parliamentary Affairs V Naryanasamy.
