Bhubaneswar: The Comptroller and Auditor General (CAG) has advised the State Government to amend the Fiscal Responsibility and Budget Management (FRBM) Act incorporating recommendations of the Thirteenth Finance Commission.

As per CAG, the funds that flow directly to the implementing agencies through off-budget route prohibit the transparency and accountability as required by the FRBM Act. Moreover no single agency is monitoring the use of these funds and there is no clear cut data regarding the amount of money spent in any particular year and any important scheme.

The State Government has asked the State Government to strengthen the Government’s infrastructure for the sustainable development of the State and advised to complete all irrigation projects within the time frame which wil help people draw maximum benefit.

It is noteworthy to mention that many irrigation projects carried out in the State with a total expenditure of about Rs 3,517.58 crores suffered a loss of about Rs 312.03 crores.
