Bhubaneswar: The 11th Edition of Nalco Foundation Day Lecture Series was organised today at Nalco Bhavan, Bhubaneswar.
Shri Montek Singh Ahluwalia, Deputy Chairman, Planning Commission, Govt. of India delivered the addressing speech.
In his addressing speech Ahluwalia said, “I do not agree that some people say the State cannot progress without Special Category status.”
Ahluwalia said there was no such proposal with the planning body at the moment to accord Special Category status to Odisha, adding that the Planning Commission was not the forum to decide the issue and the National Development Council could take the final decision.
Almost rejecting the idea, he asked while the Chief Secretary of the State was claiming that the growth rate of the Odisha was higher than that of the country and, for the last ten years, it was maintaining the rate of nine per cent, where was the need for Special Category status.
He said the Central Government had received proposal from several States on the issue of special category status. But the Planning Commission was not considering the proposals.
Regarding National perspective, He said, “We are in the process of finalising the 12th five-year plan which would be ready in three months’ time” and added that notwithstanding the global slowdown, Indian economy would achieve the nine per cent growth rate during the 12th plan period.
Shri B.K. Patnaik, IAS, Chief Secretary, Govt. of Odisha presided over the meeting. B.L.Bagra CMD NALCO was also present.
