Cyber Cafe Registration Made Mandatory in the State

Bhubaneswar: Keeping in view the increasing incidents of Cyber Crime, the State Government on Saturday has made Cyber cafe registration in Odisha mandatory.

State Government took the decision after the Ministry of Communications and Information Technology issued a notification on the Technology (Guidelines for Cyber Cafe) Rules 2011 on March 16 and asked the states to designate appropriate authority as agency to issue license to cyber cafes.

While the commissioner of police is the licensing authority in the Twin Cities of Bhubaneswar-Cuttack, the district collectors are the designated authorities in the district-level, informed State Information and Technology Minister Raghunath Mohanty.

As per the proposed rule, a user has to prove his or her identity by producing photo identity cards issued by authorised officials or heads of their institutions to use the computer resources of a cyber cafe.

Apart from this, after the identity of the user is established, the cyber cafe would record and maintain the required information of each user in the log register for a minimum period of one year and has to prepare a monthly report of the log register showing the details of the usage of the computer resources and has to submit the report to the licencing agency on every fifth day of the next month.
